Sounds like you've got a short circuit. Probably a wire chafed through which is why it blows when you turn the bars. You need to be tracing the wiring circuit and looking for signs of the insulation being rubbed through. It's probably going to be hidden, i.e. the worn through bit will be touching the frame. Or else the wire could be nipped and trapped. Go through methodically but you could probably make a head start by concentrating first on the area round the headstock, as that's where the wires are going to be moving with the bars.
When you find it you need to seal the insulation if the cable inside is still sound. Otherwise you'll need to splice in a fresh section. You can do a good seal with a silicone sealant, or even drip some melted insulation from a bit of spare wire onto the exposed wire.
You're probably looking at a tiny chafe through, so look carefully.
