is it normal for a ZXR400 L2 to have a rattley gearboz when i neutral?

NO................

But the noise you are hearing is much more likely to be the clutch which is a very normal noise.

pull the clutch lever in when it's ticking over................does the noise go away ?

As Cargo says, ive found that a good carb balance quietens it down.
