Rev Restriction???

Rev Restriction???
Alrite guys new to the site, but i've been racing bikes for years and last weekend i was out for the first time running in my ZXR 400 H2 after an engine rebuild and the bike is limiting itself to about 10K RPM:smt018 i removed the restriction piece from the clocks as described in this website but its still restricting itself so im thinking it is restricted in the ECU?? would i be right in saying this and has anyone any solution round it??

ive heard somewhere that you can put a resistor over some wires on the clocks that can stop the restriction but im not sure exactly what it involves.
and yes some of the cdi's are restricted.is you bike an import?most imports are restricted.what colour sticker is on the cdi and what letter?im sure there is a thread on here showing all the different cdi's and which ones are restricted.
