It's a DIY carb balancer that you make up from three pop bottles and some tubing. I prefer the £5.99 roll-your-own manometer that one makes with a 5m length of clear hose and some 80W oil. Extremely accurate; one balances the two left most carbs, then the right two, then the outside two. Voila; perfectly balanced carbs for £5.99, no meters etc needed .
