which rating is low beam? 60 or 35

I can't see anything at night on dip/low-beam. is this because it's a 35 watt low-beam (making replacing them pointless) or do bulbs just get weak over the years?
The NZ supplier can't do 60/55's like the uk models (or so the spec sheet on the zxrworld website says they have) and I'm not keen on cutting things up to fit utra bright bulbs...just yet.
Any ideas on how to solve this?

kawasaki have 'special' H4 bulbs; the fitment guides are different (see the zxrworld guide to fitting xenon bulbs' in the workshop section) meaning standard h4's are useless unless you cut things up in the bulb housing.
