Forks Not Adjusting Correctly?

Hi all.
Have just changed seals and oil in my front forks on a 89 ZXR 400 H1 model. Trying to adjust them and have looked at several guides on setting up. Found that 30mm is reccomended static sag setup. I would the preload to its hardest setting and checked preload and found it to be 19mm. I then started winding it anti clockwise and found as ive done this it has made it smalled. I have now found in manual it says 1/4 turn from been full anticlockwise. I have set it like this but are now only getting 5mm on sag from sitting in riding position to stood upright off stand. Please can anyone help?
