From what ive seen in the past the top set look like SP clutch plates, or slipper clutch plates. Which im sure are supposed to be noiser than normal plates, but i think thats down to more the clutch basket design rather than the plates.
As for steels i dont know, i think the manual states that if the steels are warped or have signs of blueing then you need ot replace them.
Just remember the clutches on these bikes are noisy anyway and is quite normal to have something rattly. Mine were quite bad but a top end service and a good carb balance quietened things down alot for me.

I gave my bike a top end service, including new stem seals, valve clearances, gaskets, lapping in all the valves, cam chain and tensioner so shouldn't be a problem there. When the clutch is pulled in the motor is sweet and tight so its definately the clutch being the source of the noise.
Will have to balance the carbs at some point, but reading through the forum its normal for them to be noisy on the zxr4's especially the L models with the KBATL clutches. Would like to know know more about these slipper/sp plates if that's what they are?
Ta again,
Jack
