Adding choke stalls the engine?

Given the current weather (12 degrees celcius), applying 10% choke, when starting cold, makes the engine idle very lumpy, without any difference in rpm.

Giving it any more and the bike will stall completely.

Is the the correct behaviour?

Wouldnt worry about it myself. Long as engine runs ok when up to temp and works when you need it.
