For the record, I just spent about 3 hrs trying to sort out my tacho reading double.  I have had this before with a stuffed battery. It is in my race bike and having recently fitted a new shock I had the rear subframe off.  I assumed the tacho problem was something I had done.  After trying for hrs I came to check this forum. Saw the post on 'Hitting' the rev counter, thought that was nuts and could never be the problem.  After another hr with the multi meter I almost gave up. Thought I would give it a tap to see nothing happen.  Tapped it lightly twice with the handle of a screw driver and it moved! Tapped it a third time and it fixed it.  Bugger me it worked.
Bike has been sitting for over 8 months so I assume the spring or something inside jammed up?
