you will have a few loose ones if you cant fix this lol.
I would say use the short springs they look to be the OE kwak ones. Give the carbs a balance maybe? Check for needle wear? perished diaphams? blocked starter jet? check mixture screws and o-rings for wear. Check float heights are at the right height. Oh and don't forget the float needle valves
There's a couple of things to check if you haven't already done it.

Don't forget people there is more to the zxr400 than this forum... check out www.zxrworld.co.uk also.
spent all weekend pissing about with the zxr and balanced the carbs god knows how many times, i am seriously losing patience with it, anyone any suggestions as to why its revving and hanging?

thinking about it mate, if the carbs are fine then theres only really one more thing it could be, air leak, would have a look again if i was you mate,
also did you ever see or hear this engine running before you got it?
no but from reliable sources i have been told its mint. i have checked again on saturday for air leaks, spraying carb cleaner all around the carbs whilst it was running which made no effect whatsoever.definitely sounds like an air leak, could the head be cracked?

i suppose its possible, spraying carb cleaner whilst running is ok, but you cant get to the underneath of the rubbers can you, also mate is all youre airbox complete and together properly?
i had the airbox off when i sprayed all around so i could get in underneath as well, made no difference to the revs at all, bike was running spot on until i swapped the engines, all i have done is taken one engine out and put another one in.

dunno then mate, change the plugs and do a pressure test on the engine, that way at least you can rule out any engine problems, have you checked the timing?
well i supppose it could, its worth checking, then at least its one more thing off the list, what about pick up coil? may be worth trying the one off youre old engine
tbh mate i don't wanna start awapping from one to the other, the only reason i bought the new engine was cos i dont have the time to do the valves and chain on the old one, how wrong was i?? think i'm gonna just do them on the old engine now and put it back in
