Ask them to perform a leakdown test, if air comes up from the valves then its a dead valve, if its rings then you will hear the air from the crank breather...
First things first, identify what's knackered, if its a valve and the rest of the bike is fine then buy a replacement engine/complete head and sell the bits you don't need on here. If its a ring you can buy new sets for £40 but.labour from a garage will push it up to about £150-200...

Could be shim related then. Lift the rocker cover and check around the valves over cylinder one.
