a good soaking with a penetrant overnight followed by a blowtorch to the surrounding metal - not to the bolt itself.
if you dont mind loosing the bolt a good lump hammer and a few smacks with a cold chisel usually works wonders or if you have access to an air impact gun they work very well but can strip allen heads quickly.
