Slow revs!

Slow revs!
Hi all. Wot would cause my L3 to rev slow. There's no restrictions in it an it revs flat but getting there it seems to take it's time. Even when it's siting stationary and you rev it you notice it. It still revs very smooth just slow. I compared it to my older H model and it's far sharper. Would it be possibly someting to do with the jets? Cheers!

You sure theres no restrictor washers in the carbs? Is it firing on all 4?
