Not ticking over without choke

Hi,I've recently been getting a zxr 400 h1 ready for the road,Its been off the road for 10 years.Ive had the carbs off and cleaned them all up,they were quite clean anyway.I checked the mixture screws and they were all 6 turns out so i wound them all in then back out to 2 1/4 turns which as far as im aware is what they should be.The problem I know have is the bike wont tickover or start without choke.To start the bike I have to put the choke on full,it then starts up and revs to 4000 and thats were it stays untill i take some choke off.The bike ticks over nicely at about half choke but even after its warmed up if I take the choke off it just cuts out.Also when I have it ticking over (on half choke) if i rev it to quickly it cuts out,you sort of have to blip the throttle for it to rev slightly then give it some more for it to rev up nicely.Even If I open the throttle slowly it will cut out.I've ajusted the tickover screw but when I screw it in so it takes the throttle off the bottom (if you get what I mean)it geoes lumpy and doesnt tick over as well,its better wound out so its not touching the throttle.Hope I havent confused you.Does anyone have any ideas what could be causing this?

tickover screw should be holding the throttle open a tad ,.. its what its there for .. if it runs lumpy like this balance the carbs.

dont expect it to rev up normally on half choke, it wont. its not using the pilot/needle jets in the same way as when not on choke, and this is being exaggerated because the butterflies are completely closed due to the tickover screw setting.
