Ive seen some ZXR 400 restrictors on ebay. Although the 'hole' in them is 25.5mm big but the 'zxr 400 restrictor washer dimensions' thread says to use 15.4mm hole. Could theese be 47hp restrictors?

Yes they are the 47bhp ones. Never needed restrictions, but I would guess that the ones you need would be dictated by when you took your exam, it would state on there whether or not you are restricted to 33 or 47bhp.

Awesome! And I need to apply sealant to both sides, what sealant is best? What retail stores sell them?

Any instant gasket will be fine, ebay, auto stores, halfords...
