adjustable inlet cam only?

i have just watched a japanese you tube clip and the race bike appeared to be running only the inlet cam adjusted the exhaust cam although adjustable was bolted in the fixed position
would this be because of the state of tune of the bike or more likely that it was close enough not to offer any gain ?

he probably explained it on the vid but my japanese isn't what it should be
