I think it stopped putting tension on the chain a long time before i bought it

Yup that needs changing.
You will also need to have a look at the (in your picture) chain guide that in top top/left of the picture where it contacts your tensioner, that bit of metal can snap...

Yes thats the general area, that black plastic "plug" you can just pull out, the plastic and metal strip that the black "plug" touches thats your tensioner blade, it goes from the tensioner all the way up towards your inlet cam.
look at where it contacts your tensioner, you should see the "hooked" end of your tensioner going through a looped piece of metal on the end of your tensioner blade, that looped bit of metal can snap so its worth checking for.

Hi lads can anyone tell me if the timing is set up properly on the zxr400 , should the deep notches on the far left side of the cams be exactly the same as the timing marks on the cam sprockets , cheers

Yes, if your tensioner is fitted and the bike is basically ready to run then yes, when your timing mark is aligned with the crankcase marks, then your cam lines should be in line with the top of the head.
