Me and my limited carb knowledge has been completely thrown off by this, here goes:
With everything tightened down, my bike was idling at around 8k, I started loosening things one step at a time, and when loosening carb no. 3 rubber jubilee clip the rev's dropped and it idled fine, I then tightened it and the revs shot up again, and vice versa.
I thought that this meant it was rich, as when tightening the jubilee clip I am obviously removing the excess air, so I leaned out the pilot jet. This made no difference so I richened it to see if it changed, same thing again.
No holes or splits in carb runners, am completely baffled and am completely new to carbs,

I guess you've got the clip in the wrong position and the screw is touching on the carb operating mechanism

Removed all the rubbers, put them all back on and made sure everything was sat properly. All sorted now, thanks Cargo
